WTF, You Got To Be Kidding Me Right?

So awhile ago I noticed the local rock radio station KISW 99.9 FM had comes out with some new billboards:

Which I thought was pretty cool. But lately I have been noticing the Billboards are being changed to this:

The first time I saw it I was like WTF, you are kidding me right? I just really hope it is a way for KISW to try and get people's attention and not a real example of unnecessary censorship.
